Sewer Separation Project

WEST PITTSTON SEWER SEPARATION PROJECT

West Pittston Borough is continuing to separate combined sewers located in the Borough. Since 2009, the Borough has separated approximately 66 percent of the sewer system. The proposed project involves the design for the replacement and upgrading of storm and sanitary sewers, reduces combined sewer overflows, addresses deteriorated pipes, achieves water quality improvements and reduces future repair and maintenance costs to the Borough.

Last year the Borough awarded a $3.4 million contract to James T. O’Hara Inc., Covington Township, to separate the sewer system that runs along Wyoming Avenue from Erie Street to Philadelphia Avenue and addresses stormwater issues on Mercer, Pacific, Baltimore, Atlantic, Delaware, Montgomery and Tunkhannock Avenues, and Second, Third, Fourth Streets. Work on the project is nearing completion and final paving will begin later this month. Funding for the project is being provided by a $2.0 million American Rescue Plan Act of 2021(ARPA) grant from Luzerne County and a $2.6 million grant from the Commonwealth of Pennsylvania H2O PA Water Supply, Sanitary Sewer and Stormwater Projects Program.

Since the project came in under budget, additional work will be completed on Warren Avenue between Montgomery and Luzerne Avenues. Storm sewers will be installed on the easterly side of Warren Avenue. Work will begin during the month of May and take approximately one month to complete. The work will begin at Luzerne Avenue and progress toward Montgomery Avenue. No work will be done between Berry Street and Montgomery Avenue until Wyoming Area Intermediate School is on summer vacation.

During construction, the road will be closed in the block where the work is taking place. Detour routes will be on Carpenter and Berry Streets. No parking will be allowed on the street while work is being completed in each of the blocks. A Project Map showing the construction area is attached.

Construction Update April 20 – May 1, 2026

All pipe installation is complete with exception of areas where utility conflicts exist. 

Trench restoration will continue and the Contactor will begin the asphalt base repair.  Milling will begin on Delaware and Atlantic Avenues and Third Street.  Final paving will begin in early May.

Also, curbing, sidewalks and ADA ramps are being installed at street intersections. 

Additional stormwater piping will be installed on Warren Avenue.  The work is scheduled to begin in May.  The work has been coordinated with the Wyoming Area School District to minimize impacts to the students.

A map highlighting the impacted areas is attached.  The areas highlighted in yellow identify locations where the pipe replacement is complete.

Construction Update April 6 – 17, 2026

Work continues on Tunkhannock Avenue.  Temporary road closures or one lane traffic will be in place during the work. 

On Second Street a water line will be relocated by PAWC followed by the installation of new storm sewer lines. Temporary road closures or one lane traffic will be in place during the work.   All impacted property owners have been notified of the construction activities. 

Trench restoration and temporary paving has started on all streets where pipe installation is complete.  Also, curbing, sidewalks and ADA ramps are being installed at street intersections.  Paving will begin in early May.

A storm line will be installed on Wyoming Avenue (Route 11) between Mercer Street and Boston Avenue.  Two lane traffic will be maintained. 

Sanitary sewer work will begin on Wyoming Avenue between Baltimore and Philadelphia Avenues.  Disturbed areas will have temporary pavement restoration completed at the end of each day’s work. A minimum of one lane of traffic will be maintained with flaggers.

Construction Update March 23 – April 3, 2026

Night construction is underway on Wyoming Avenue (Route 11) between Mercer Street and Erie Street and will then continue on Wyoming Avenue between Baltimore and Philadelphia Avenues.  Work will begin at 6:00 PM and continue until 5:00 AM.  During the night construction, one lane of traffic will be maintained with flaggers.  Disturbed areas will have temporary pavement restoration upon the completion of each night’s work.

Construction Update February 23-March 6, 2026

Work continues on Mercer Avenue and the street will remain closed.  Pipe installation on Tunkhannock Avenue will begin.  Temporary road closures or one lane traffic will be in place during the work.  Work will begin on the east side of Pacific Avenue and Fourth Street.  Ail impacted property owners have been notified of the construction activities.

Construction Update February 10-20, 2026

The Contractor will be opening the east side of Delaware today. Restoration has not been completed and only a stone base is in place.  Everyone should use caution when driving through the area.  Operation will move to the west side of Delaware Avenue to complete the bore .  Delaware Avenue will be closed to traffic from Wyoming Avenue to 4th Street.  The street should reopen for traffic on Thursday evening.  Impacted residents have been notified of the closure.

Beginning February 16,  Mercer Avenue will be closed for approximately one (1) month to do the bore and storm work and sanitary upgrades.  The Contractor will work with all the residents to keep the inconvenience as minimal as possible.

Construction Update January 19-30, 2026

The Contractor will be completing the installation of storm sewers on Baltimore Avenue.   Work will begin on Delaware Avenue.  Also, limited tree removal will take place on Atlantic and Pacific Avenues.

Construction Update January 5-16

The Contractor will be installing storm sewer lines on Third Street from Atlantic to Philadelphia Ave and then from the intersection of Third Street to Baltimore Ave.   Temporary road closures or one lane traffic will be in place during the work.  The Contractor will coordinate with property owners located in the impacted area prior to the start of the work.  A map highlighting the impacted areas is attached.
