NOTICE IS HEREBY GIVEN that the Borough Council of the Borough of West Pittston has voted to change the day of their Council Meetings. The Council meetings will now be on the First Wednesday of every Month, effective immediately. The July Council Meeting will be on Wednesday July 6, 2022 6:30 PM prevailing time. The following are the new 2022 meeting dates. August 3, September 7, October 5, November 2 and December 7. The meetings will be held in person in Council Chambers located at 555 Exeter Avenue, West Pittston, PA. LEGAL NOTICE
NOTICE IS HEREBY GIVEN that at the regular meeting of the West Pittston Borough Council to be held on Wednesday, July 6, 2022, at 6:30 p.m. prevailing time, at the West Pittston Borough Building, 555 Exeter Avenue, West Pittston, Pennsylvania, a proposed Ordinance shall be considered and proposed for enactment and passage, and public comment is solicited. Said proposed Ordinance is entitled as follows:
STORMWATER MANAGEMENT ORDINANCE
A summary of the contents of the Ordinance are as follows:
To promote health, safety, and welfare within the municipality and its watershed by minimizing the harms and maximizing the benefits described in this Ordinance, through provisions designed to: (a) meet legal water quality requirements under state law, including regulations at 25 Pa. Code 93 to protect, maintain, reclaim, and restore the existing and designated uses of the waters of this Commonwealth, (b) preserve natural drainage systems, (c) manage stormwater runoff close to the source, reduce runoff volumes and mimic predevelopment hydrology, (d) provide procedures and performance standards for stormwater planning and management, (e) maintain groundwater recharge to prevent degradation of surface and groundwater quality and to otherwise protect water resources, (f) prevent scour and erosion of stream banks and streambeds, (g) provide proper operation and maintenance of all stormwater best management practices (BMPs) that are implemented within the municipality and (h) provide standards to meet NPDES permit requirements.
A copy of the full text of the said proposed Ordinance is available for examination at the Borough Building in the office of the Borough Secretary during regular office hours, Monday through Friday. Also, a copy of the proposed Ordinance has been provided to the newspaper of general circulation in which this legal notice is being published.

NOTICE IS HEREBY GIVEN that the Borough Council of the Borough of West Pittston at a meeting held on Wednesday, December 22, 2021 fixed the Tax Millage for the fiscal year 2022 at 4.2950 mills, adopted the General Fund 2022 Operating Budget in the amount of $2,910,822.00 and the Sewer Maintenance Fund 2022 Operating Budget in the amount of $604,000.00, and is on file and available for public inspection at the Office of the Borough Secretary, 555 Exeter Avenue, West Pittston, Pennsylvania, during regular office hours of 8:00 A.M. to 4:00 P.M. prevailing time, Monday through Friday (except holidays). ATTENTION RESIDENTS STARTING DECEMBER 1ST NO GLASS IS ALLOWED IN YOUR RECYCABLES. IF GLASS IS IN YOUR RECYCABLES THEY WILL NOT BE PICKED UP.
The DPW will be distributing the new recycle cans. You will receive 1 per household , we will not give any additional containers to residents that we know have at least two containers in their possession ,we will continue to give out the containers until every resident has one. Please remember, that all containers are the property of West Pittston Borough and should remain at that address were they are located .

RECYCLING WILL BE ON WEDNESDAYS ONLY.
Residents – most importantly all recycling must be clean and free of residuals, all cardboard boxes must be broken down and placed into one box for easy pickup, because of the present COID-19 situation these rules must be strictly followed, the safety of our men is of the upmost importance, if these rules are not followed your recycling will not be picked up.

West Pittston Borough DPW Announcements
The West Pittston Borough Council and Department of Public Works urge all residents to carefully read the following information in regard to new recycling containers, trash pick-up, yard waste, leaf vacuuming, and the collection of recyclables. Our residents’ utmost cooperation is very important in maintaining a clean and attractive borough.
The borough was very fortunate to receive, through a grant, 2500 new recycling containers. These containers will be distributed at the DPW Building on a date and time which will be announced in the very near future. Residents who DO NOT already have a green borough container will be the first to get a maximum of two containers. These residents will also be asked to fill out a document listing their name and address.
The following is a perfect example of the old, yet very wise adage, “The village doesn’t make the people, the people make the village”. The borough is requiring all residents to remove all containers (trash, yard waste, recyclables, etc.) from tree lawn, road, or sidewalk within twelve hours after the collection. West Pittston’s ordinance regarding containers allows a twenty-four hour window to put containers out and removing them. If there is a viable reason for not following this ordinance (out of town, illness, physical handicap, etc.), please notify the DPW office at 570-655-7786. This ordinance will be strictly enforced, and if not obeyed, a citation will be issued followed by a fine of no less than $25 or more than $300 if the non compliance is not corrected. Residents should also be aware that yard waste and recycling containers should not exceed thirty pounds. Recyclables should also be clean and free of any sharp objects. The DPW workers will not collect containers that do not follow these guidelines. Residents should also be mindful that the green recycling containers are borough property and could be confiscated if guidelines are consistently ignored.
Lastly, the borough received a new leaf vacuuming truck via the same grant as the recycling containers. The initial plan is to post signs on streets to alert residents that the vacuum truck will clean leaves on a day listed on the sign. This plan will allow time to rake leaves to the edge of individual properties. When doing so, please do not block sidewalks or rake leaves over the curb onto the street. Leaves on the street could interfere with storm drains and the storm water system. The truck operator will not collect any leaf piles that contain debris (rocks, branches, etc.) that could possibly be a safety concern for the driver or the working parts of the truck. It also should be noted that the new truck may not operate on some of the more narrow streets in the borough due to it’s size. In this situation, leaves will be collected by borough employees as done in the past.
Plans and procedures for snow plowing will be announced at a later date.

Recycling Information
Recycle pick up is every first and third Thursday. All items will be inspected for cleanliness. No black or white bags. CLEAR BAGS ONLY. Thank you for your cooperation.
New Borough Ordinance: Parking on Tree Lawns
Section 1 – Definitions
“Tree Lawn” – The untraveled portion of streets lying between the road and sidewalk which abuts on any such property.
Section 2 – Regulations for Parking
The parking of any vehicles, including but not limited to recreational vehicles, trailers and recreational vehicles is strictly prohibited on any tree lawn.
Section 3 – Violation and Penalty
Any person, firm or corporation who shall violate any provision of this Part, upon conviction thereof in an action brought before a magisterial district judge in the manner provided for the enforcement of summary offenses under the Pennsylvania Rules of criminal Procedure, shall be sentenced to pay a fine of not more than $1,000.00 plus costs and, in default of payment of said fines and costs, to a term of imprisonment not to exceed 90 days. Each day that a violation of this Part continues or each Section of this Part which shall be found to have been violated shall constitute a separate offense.
