
The Borough of West Pittston, Luzerne County, PA (population 4600) is seeking applications for the position of Borough Manager to manage an annual budget of $4-$5 million and as much as $9 million depending on grant expenditures, with three departments and 10 employees. Qualified candidates should have a Bachelor’s degree in business or public administration, or related field; three to five years of progressively responsible professional experience in municipal government or other public sector management that includes financial management, budgeting, planning, personnel management, land use, and public works, equivalent combination of education and experience will be considered. Candidate must be eligible to be bonded immediately. Candidate shall have a valid Pennsylvania driver’s license and a safe driving record. Additional experience in areas of grant and capital projects management, as well as experience as a pension officer, will be preferred. Successful candidates will be required to pass an initial drug screening and physical. This full-time position pays $45,000-$60,000 that will be commensurate with experience and knowledge, plus pension, paid holidays, and vacations.

Position Summary
West Pittston Borough is seeking a highly motivated and experienced municipal professional to serve as Borough Manager. This position serves as the Chief Administrative Officer of the Borough and is responsible for the day-to-day administration of municipal operations, implementation of Borough Council policies, financial management, personnel administration, strategic planning, and oversight of public services.
The Borough Manager serves as the day-to-day liaison between elected officials and daily operations, including with the Borough Solicitor, Borough Engineer, Borough Codes officer (s), auditors, and tax collectors. In addition to Borough Manager responsibilities, the successful candidate will serve as Borough Treasurer, Right-to-Know Officer, and Pension Officer.
This position requires strong leadership, organizational, financial, communication, and project management skills, as well as the ability to effectively collaborate with elected officials, employees, residents, consultants, regulatory agencies, and community organizations.
Appointment and Removal
The Borough Manager is appointed by a majority vote of all members of Borough Council. The Borough Manager serves at the pleasure of Council, subject to any applicable employment agreement or professional services agreement authorized by law. The powers and duties of the Borough Manager shall be established by Borough ordinance and lawful action of Council. Compensation, hours, and conditions of employment shall be established by Council.
Qualifications
- Bachelor’s degree in Public Administration, Business Administration, Finance, Political Science, Accounting, or a related field preferred.
- Minimum of three to five years of progressively responsible management experience in Pennsylvania municipal government, public administration, finance, or related field.
- Demonstrated experience in budgeting, financial management, personnel administration, project management, and public sector operations.
- Knowledge of the Pennsylvania Borough Code, Municipalities Planning Code, Right-to-Know Law, and municipal finance practices.
- Must have valid driver’s license and live in Pennsylvania.
- Grant writing and grant administration experience.
- Experience working with elected officials and municipal boards.
- Equivalent combinations of education and experience may be considered.
- Strong leadership and organizational abilities.
- Excellent written and verbal communication skills.
- Ability to analyze multiple complex administrative and financial issues and develop practical solutions simultaneously.
- Strong budgeting, accounting, and financial management skills.
- Proficiency with modern office technology, financial software, and municipal management systems.
- Ability to establish and maintain effective working relationships with elected officials, employees, residents, consultants, and governmental agencies.
Bond
The Manager must be bonded in a sum established annually based on resolution of Council, with a bonding company as surety, to be approved by Council, conditioned on the performance of duties. The premium for the bond will be paid by the Borough.

Essential Duties and Responsibilities
Executive Administration
- Direct and oversee the daily operations of all Borough departments and their department heads including Administrative, Public Works, Parks & Recreation Board, and Shade Tree Commission, and municipal services. The Manager does not supervise the police department, the fire department, zoning board, or planning commission.
- Assist with recruitment, employee development, performance management, and personnel administration.
- Ensure compliance with employment policies and labor agreements.
- Implement policies, ordinances, resolutions, and directives adopted by Borough Council.
- Advise Borough Council on administrative, financial, operational, and policy matters.
- Attend Borough Council meetings and prepare meeting materials, reports, and recommendations. Evening hours are required to accommodate regular meetings.
- Coordinate activities between Borough officials, consultants, boards, commissions, and outside agencies, by and with approval of Council.
- Develop and implement operational procedures that promote efficiency, transparency, and accountability, including recommendations relating to telecommunications and computer assets.
- Foster positive and professional relationships with residents, businesses, neighboring municipalities, community organizations, and governmental agencies.
- Represent the Borough at meetings, conferences, and public events.
Financial Management and Treasurer Responsibilities
- Serve as Borough Treasurer and maintain custody of all Borough funds, ensure transition to a successor includes all records and access.
- Oversee all financial operations, including budgeting, accounting, cash management, payroll coordination, accounts payable, and accounts receivable.
- Prepare and administer the annual operating budget(s) in a timely manner to allow Council to consider and adopt the budget and related tax ordinances.
- Monitor revenues and expenditures and provide regular financial reports to Borough Council as soon as possible after the close of the fiscal quarter.
- Coordinate annual audits and ensure compliance with municipal accounting and reporting requirements.
- Manage grants, loans, capital funding, and other financial resources.
Public Works, Grants, Economic Development and Capital Projects
- Coordinate and oversee public works operations, infrastructure improvements, facilities management, parks, recreation facilities, and municipal assets.
- Manage capital improvement projects from planning through completion.
- Work closely with engineers, contractors, utility providers, and regulatory agencies to ensure successful project delivery.
- Assist in long-range planning for infrastructure improvements and community development initiatives.
- Identify, pursue, and administer grants and alternative funding opportunities, as directed by Council.
- Coordinate project reporting, compliance requirements, and reimbursement requests.
- Support community development, economic development, and strategic planning initiatives.
Right-to-Know Administration
- Serve as the Borough’s designated Right-to-Know Officer.
- Process requests submitted under Pennsylvania’s Right-to-Know Law and the Office of Open Records, coordinating with departments and solicitor as needed.
- Maintain records and ensure compliance with public records requirements.
Pension Administration
- Serve as non-uniformed and Police Pension Officer for Borough pension plans.
- Coordinate pension administration, reporting requirements, actuarial studies, state aid applications, and compliance activities.
- Serve as a liaison to pension consultants, actuaries, auditors, and investment advisors.
